Village of Linden says,

What’s Happening in the Village?!
As in most municipalities, the Village of Linden has aging infrastructure and breaks will occur. In an effort to be proactive versus reactive, Council and administration have been working over the past few years to have a Master Infrastructure Plan in place. This plan identifies our infrastructure; condition, age, and remaining life. This information helps in planning our future capital budgets.
On Tuesday, November 27th water was seen flowing down 1 ST SE. Public Works immediately began to investigate to determine where the water was originating from. It was determined that it was coming from 1 ST SE & 1 AVE S. Our Public Works Foreman (Darren Dolemo) took immediate action to mobilize excavation crews, hydrovac crews and a call to One Call for emergency locates of underground utilities (telephone, supranet, gas lines, etc.). Mobilization of crews and locates takes time and coordination. In preparation, the Public Works staff (Darren Dolemo and Assistant Kevin Unrau) attempted to locate the shut off valves to isolate the immediate area. The magnitude of the issue was not realized at this time. It was initially thought that the valve at the site may need repair. Upon exposure of the line it became apparent that there was a break. All efforts to isolate the area of the break were met with no success. When there is a break in a water main it results in lower pressure in the lines. Hence, late afternoon the citizens of Linden experienced low pressure in their water service. Some residents reported that they were receiving no pressure at all. At the same time our crews on the ground were working, calls were being made to report the situation to Alberta Environment and Parks (AEP) and other agencies as per proper protocol.
Every attempt was made to not have to shut the water off to the entire Village and maintain some positive pressure within the system. The first break was repaired and a new valve installed. Upon repressuring the system another break occurred further on in the same line. At this point in time the water pumps had to be shut off. In the background, the Village staff had been attempting to locate a water hauler to bring in potable water for our residents in the event that we would require this service. Roadrunner Water Hauling, after working all day at another site, heeded our call for help and was able to arrive at 8:00 p.m. and stayed until almost midnight so that our residents could have access to potable water. AHS approved a boil water advisory package that the Village had prepared late that evening. Office staff had stressed that our residents needed to be aware of the boil advisory asap and not wait until morning as we anticipated water service to be available sometime in the night. A call out for volunteer firefighters, Councillors and Village staff was made to hand deliver the notices so that residents would be aware that once the water was restored that a boil water advisory alert was in place. AHS executed an official boil advisory order the morning of September 28th.
The crews (Public Works staff, Anchor Excavating, office staff, and hydrovac crews) worked late into the night and were able to restore water service at approximately 4:00 a.m. At approximately 9:30 a.m. another break occurred further along the water main. As a new valve had been installed we were able to isolate the break to just the small area affected and water service could remain on for the rest of the Village. As per AEP and AHS protocol once the breaks had been repaired and pressure was fully restored, all water lines in the distribution system must be thoroughly flushed and samples and submitted to the Provincial Lab 24 hours apart. Public Works has submitted the first set of bacteriological water samples to the Provincial Lab. A second set of bacteriological samples will be submitted after 24 hours has passed. Once the results have been reviewed and approved by AHS the boil water advisory will be rescinded. When we received notification, a hand delivered notice will be sent out.
This was a rapidly evolving situation, as updates were provided to the office staff they were posted through the Village of Linden Facebook page, the Village of Linden website, the Village of Linden reader board, Alberta Emergency Alert, door knocking and hand delivery of boil water advisory. We understand that not all residents have access to a computer. As soon as we were approved to put out the boil water advisory report it was reported on the Alberta Emergency Alert system in an attempt to reach additional residents.

Lessons Learned
• The importance of everyone having a 72 hour emergency kit available
• The importance of the Village of Linden having current contact information; telephone numbers, email addresses
• The importance of having clear address signage on businesses and residences
We want to thank the residents of Linden for their patience, understanding and cooperation during this event and for your help in spreading the message.
